Though the Wadi are known for exuberance, New Risa is not a fully independent world. It relies heavily on trade with visiting species, often exchanging latinum or other currency for services and/or use of the resort facilities. Any profits from the facilities are then put back into trade in order to keep supplies and foodstuffs stocked.

Frequent storms do ravage the facilities, which reduces capacity and the desire for tourism and participation. New Risa's reliance on external goods and currency constantly threaten to jeopardize New Risa's status as Gamma's pleasure planet.

The Federation, as a token of good will, maintains a steady stream of supplies to the colony. The USS Black Hawk participated in one of these supply runs in 2388 during the Consortium Crisis. While the Black Hawk was in orbit, a devastating disease ravaged both the world and the ship. Several dozen crew and tourists die before the ship's Chief Medical Officer, Doctor Kij, develops a cure. Both the disease and the Consortium hampered the colony's status for a few months, before seeing a revival a month after the Crisis ended.

For the next two years, the Wadi's resort thrived. In the summer of 2390, a terrible storm ravaged the resort. The Wadi requested from the Federation materials to repair, including an industrial replicator. A convoy was dispatched in June 2390, escorted once more by the Black Hawk.
