Military Intelligence

Military intelligence is information about the military forces of foreign governments needed to plan for the defense of the United Federation of Planets. Knowledge of the number, location, and tactics of enemy forces and potential battle areas is needed to develop military plans. To gather information, the services rely on aerial photographs, electronic monitoring using telescopic surveillance devices and sub-space communications, and human observation. Troop locations, battle tactics, and other secrets can be learned from listening to foreign military units sending messages to one another. Intelligence specialists gather and study the information required to design defense plans and tactics. Prepares in-depth studies on communications stations. These informations are one of the most important lines of defense for the United Federation of Planets.

Starfleet Intelligence

Intelligence Field Operations

The Field Operations department of Starfleet Intelligence is responsible for putting operatives into the field to gain information and spread counter-intelligence. They may also be called upon to rescue an intelligence asset that has been compromised. The department is split into covert and overt operations and internal and external relations. Other sub divisions include the Special Equipment section, and sections to create safehouses and front organizations. Sectors are also created for each of four quadrants of the Federation and those assigned to hostile foreign governments. These sectors are changing constantly as new threats are located and old threats become out of date. The information gathered is sent for processing to the Intelligence Analysis Division. These operatives are generally not assigned to ships unless that ship is entirely devoted to intelligence gathering. Most starship commanders need the data of information out there, not someone to gain additional information.

Intelligence Analysis Division

The Intelligence Analysis Division is responsible for correlating the raw data and interpreting it to a form where it can be actionable or non-actionable. Since the Dominion War this department has been greatly expanded by putting analysts on most major starships. Like theIntelligence Field Operations Division, the Analysis Division is divided into quadrants of the Federation and Sectors dealing withgovernments hostile to the Federation. There is additionally a central facility at Starfleet Command to bring all the information from the sectors together and analyse threats to the Federation as a whole. Most sector chiefs will be of Commodore rank with the exception of Starfleet Command Sector, who is a Rear Admiral.

Department of Internal Affairs

The Department of Internal Affairs is a branch of Starfleet Intelligence. They are responsible for ensuring that no leaks are created in Starfleet operations. They are also in charge of Starfleet Counterintelligence. Personnel in Internal Affairs hold great power and responsibility. They are authorized to conduct investigations regarding actions of Starfleet personnel. They are also required to be subtle through these investigations, debriefing is allowed, but interrogation is not.

Temporal Investigations

The Department of Temporal Investigations (DTI) is an executive department of the United Federation of Planets mandated with the investigation and reporting of all instances where Federation citizens are involved in time travel to determine whether the actions of the individual had a definite impact on the timeline. The DTI was formed in 2298 by the Federation Science Council after the merger of its Chronal Assessment Committee and Anomalous Physics Group. Despite being a largely civilian organization, the department has some of most advanced technology in the Federation at its disposal to maintain the integrity of established history by any means necessary and routinely works with both the Starfleet Science Corps and the Federation Intelligence Service. Given that the Federation Council places the protection of the timeline as a matter of utmost importance, the DTI is granted power and authority beyond that of other Federation agencies in order to accomplish their extraordinary work.

The current head office of the Department of Temporal Investigations is located in London on Earth, located inside what appears to be a simple Victorian-era Tudor in the city's West End. The facade is used to mask the ultra modern interior of the two above ground and ten underground floors where the operations of the department are carried out by the Director and the four Deputy Directors. The DTI also maintains branch offices on many other Federation worlds including Andor, Vulcan, Tellar, and Betazed among others, operates the Space-Time Anomaly Detection Array at the red dwarf known as Cassandra and maintains a Temporal Displacement Division to reintegrate individuals unable to return to their native times.

Section 31

Those who walk the corridors of Starfleet Intelligence Headquarters occasionally hear whispers and rumors of a third branch of SI outside of the Directorate of Operations and the Directorate of Administration - one listed on no table of command, one which doesn't report to anyone (not even the Chief of Starfleet Intelligence), one which performs the most devious (yet sometimes the most necessary) jobs in Starfleet Intelligence. When this branch is referred to by name at all, it's usually just called Section 31.

Article I of the Federation Constitution sets forth the basic structure of the Federation government, including the duties of each branch and agency. Part Four describes the functions and responsibilities of Starfleet and its components. Chapter Seven of Part Four details Starfleet Intelligence. Section 31 of Chapter Seven states:

Starfleet Intelligence shall, from time to time and as deemed reasonably prudent and necessary to protect the security and safety of the Federation, conduct both domestic and foreign intelligence and counterintelligence activities.

Virtually all who read Section 31, including the Federation Council members, have assumed it is a general description and authorization of the duties of Starfleet Intelligence. The reference to potential domestic espionage activities, and the specter of spying on Federation citizens which that idea raises, has never been considered, since it is well known that no one in the Federation government would stoop to such activities. The early history of Starfleet Intelligence - which mainly revolves around uncovering Klingon and Romulan spies in the Federation and obtaining intelligence information about the two enemy empires - reinforces this assumption. That's Starfleet Intelligence's role: spying on enemies and preventing them from spying on the Federation. Anything else, such as conducting covert surveillance on innocent Federation citizens, is unthinkable.

But if the rumors are true, there may be an organization devoted to just such activities. This near mythical Section 31, named after its "authorizing" provision in the Federation Charter, might conduct ultra-secret intelligence activities both inside and outside the Federation. In particular it would concentrate on ferreting out spies within the Federation, traitors within Starfleet, and protecting the Federation from within. In short, much of its efforts would, in fact, be devoted to spying on Federation citizens and Starfleet officers.

Of course, such an organization would never be funded by the Federation Council; most of the Council members would find the concept of such an agency abhorrent. How, then, could Section 31 obtain its resources? Most likely sympathetic Federation Councilors and members of Starfleet Intelligence could hide Section 31's budget within SI's own resource allocations. Since few Councilors feel the need to meticulously review any budget submitted to them - after all, the members of the Federation are, generally, scrupulously honest and accurate - hiding Section 31's budget as funding for, say, listening post upgrades or special "black bag" missions would not be particularly difficult. Academically speaking, it would require a conspiracy between certain officers and Councilors, the latter to hide the allocation request in the Federation's budget, the former to ensure the resources reach Section 31. Unfortunately Section 31, and anyone who support it, would probably be all too willing to take advantage of the Federation Council's trusting nature.

Assuming a "Section 31" or similar organization exists, very few people would know about it, and it would take special effort to hide all evidence of its existence or activities. When operating in Federation space, it would act like a chess player who played his game so as not to lost a single piece. When there is some risk that Section 31 would somehow be exposed, the organization would take steps to eliminate that threat - either by making it impossible for the person who discovered them to report that information to anyone who could act on it, or, in extreme cases, by more direct means.

The exact nature of Section 31's command structure is open to conjecture. Obviously it would not report to the Chief of Intelligence, either of the Directors (of Operations and Administration within SI), or any other mainstream Starfleet Intelligence commander. Instead, some innocent-seeming junior officer might actually be its Commander. Alternately, it might not report to anyone in the Starfleet Intelligence chain of command at all - it could be fully self-contained, reporting to and responsible only to itself. In either case, Section 31's secrecy would allow it to act with impunity and to break any Federation law it deemed necessary in pursuit of its mission. If such an organization exists, hopefully its members would show some restraint in this regard - but the very fact they belong to a group like Section 31 indicates they probably aren't so inclined.
